Wayne David, Labour MP for Caerphilly, has welcomed the independent report by Dr Margaret Flynn into events in care homes in South East Wales. The report followed the police investigation known as Operation Jasmine.

The report by Dr Flynn is a highly critical review into abuse at South Wales care homes and states that Dr Prana Das should have been prosecuted. Dr Flynn says that those providing the care in a number of care homes in South East Wales were “impervious to the needs of older people”. Amongst a number of other hard hitting comments, Dr Flynn says that “older people’s injuries, pain and life-threatening deep pressure wounds were unobserved, unreported, reported inaccurately and/or reported belatedly -; and yet in this case no crimes were identified by the Crown Prosecution Service”.

The report says, under the heading, “The Lessons”, “The rhetoric of concern has to be matched with credible action”.

Wayne David has welcomed today’s statement by the First Minister of Wales and looks forward to the response of the Welsh Government and other organisations. Mr David said that he will be writing to the Ministry of Justice asking for an inquiry into why the CPS failed to allow a case against Dr Prana Das and the Chief Executive of the company which owned the care homes to proceed. The report stated that the evidence gathered “should have been tested before a jury”.

Wayne David said, “This is a report which is difficult reading for any person who has a grain of humanity. Despite plenty of warm words, those in authority chose to do little or nothing to tackle the abuse of the elderly which was taking place.

 “I think it is essential that lessons must be learnt and that much stronger safeguards are put in place so that the appalling elder abuse in these care homes is never allowed to happen again”.
